Doctor in Sociology from the Ecole des Hautes Etudes in Social Sciences in Paris, he has been a researcher and university professor in Chile and abroad. He has published dozens of specialized articles and is the author, co-author and editor of over 35 books. He was director of content for the "No" campaign in the 1988 plebiscite that opened the way to democracy and later became director of communications for the government of President Patricio Aylwin (1990-1994). His academic background and experience in the design of communications strategies led him to found TIRONI in 1994, where he is a partner, consultant and President.

Eugenio is a professor at the School of Government of the Catholic University, a regular columnist for the newspaper El Mercurio and a full member of the Academy of Social, Political and Moral Sciences of the Instituto de Chile. He is also currently the director of the foundations Conecta Mayor UC and Imagen País and a member of the Advisory Board of Elige Educar.
